It is, actually. The new file chooser debuted in 2.4.

However, as I recall, Novel shipped for a while a highly patched Gtk
that came with some Ximian "improvements" to the file chooser.

But, regardless, Xfce just uses the file chooser provided by Gtk, so
if you are having problems try an NLD forum first, and then a Gtk
specific forum next, when looking for help on this one.
