Try the whole path, ie:
/usr/bin/pon
/usr/bin/poff
ppp0
Also what is you lockfile? In my case it is
/var/lock/LCK..ttyS1
If you leave that out nothing will happen. Running pon should claim a
decice and create (a) lock file.
