I don't use xdm, but i've got a rough idea on how to do it in gdm. You'll want
to look in you /etc/X11/gdm/gdm.conf file for a variable named "DefaultSession"
and change it from "default.desktop" to "xfce.desktop" (that's assuming that
Fedora set up the Xfce session file properly). All the session files do is
launch startxfce4 anyway. 

That should do the trick for gdm, and i'd assume that the process is somewhat
similar for xdm.
