Can I start Xfce with non-default keyboard map?

In my xorg.conf, I have set "us,dvorak" to be my keyboard maps (I
default to QWERTY on behalf of my girlfriend :) but I'd like my Xfce
session to start in Dvorak.  I can use the xkb plugin to *switch* my
keyboard plugin, but it does not remember which keyboard map with which
I end my session.  I've also tried adding `setxkbmap dvorak` to my
xinitrc, but that doesn't seem to affect anything.  (Incidentally, if I
run that while in Xfce, that freezes the panel plugin.)

Is it possible to start X with the non-default map?
