Because it's a pain in the ass to maintain different codebases for 1)
the panel, 2) the taskbar, and 3) the iconbox.  To the end-user, it's
relatively transparent.  Instead of having the taskbar on the screen,
you have a second panel with a taskbar plugin in it.  If you want to put
more than just the taskbar in it, you can; otherwise, you don't.  Chill,
it's not the end of the world.
