xinerama and changing desktops independently

Aren't multiple desktops solely a creation of the window manager
anyway?

If the wm used the description of the physical displays involved in
the xinerama whats to keep an implementation from being able to do
"desktop" switching on a single display only by just hiding the
windows that occupy that display?  this leads to a UI issue of what to
do with windows that split across >1 display.  treating them sticky as
would work but could be counterintuitive.
