I'm honestly not sure how HP has setup this binding, so an HP specific
forum may be preferable. Since CTRL+ALT+DEL triggers an interuppt (or,
rather, and event, since it's a keyboard) it's not manageable by the
Window Manager - HP has to have set the hook at the kernel level.

Unless HP has replaced or augmented the system that Xfce already
provides, those keybindings that the Window Manager can manage are
handled in the window manager settings.
