Tabbed window support

Hey all,

I have a vague memory from reading some doc (possibly the Gnome HIG)
that tabs as seen in Firefox, Gaim, etc are considered a required evil
until the window manager supports tabs itself.
I tend to agree.  Tabs are windows of information in their most common
form, why shouldn't they be managed by the window manager?

How about tabbed windows for xfwm?  Some nice GUI tools for configuring
grouping etc.
