I use:

DISPLAY=:0
0,15,30,45 * * * *      /usr/bin/xfdesktop -reload

in my personal crontab with a suitably set up picture list.  It works fine, no 
need for anything else as far as I can tell.  It doesn't seem to do any harm 
when I am not logged in, so it stays there permanently
