Basically, it's a library. A GTK theme engine contains the low level
routines responsible for the drawing of widgets.

When loading that ".so" file, the internal drawing routines of GTK are
replaced by the one from the "engine" and that changes the whole look of
the GTK applications.

A "theme" is just a text file that describes the colors and the engine
used for drawing the GTK widgets.
