Right, I just created the file /etc/xfce4-cvs/etc/xdg/xfec4/kiosk/kioskrc with
these lines:

[xfce4-panel]
CustomizePanel=root

Then I started the panel and nicely obtained the default setup, locked down so
I couldn't change it. So, it seems to work for me.

This is with latest CVS, but I don't think anything changed since beta1.
