XFCE 4.2B1 -- building menu

Folks,

I've just installed XFCE4.2 beta 1 and I'm trying to find the xml file for menus. I've tried to open as user and root the menu.xml file in /home/~/.xfce4 but it remains a read-only document. Where does this beta version store the menu file?
