tried with:
$locale
LANG=fi_FI.UTF-8
LC_CTYPE="fi_FI.UTF-8"
LC_NUMERIC="fi_FI.UTF-8"
LC_TIME="fi_FI.UTF-8"
LC_COLLATE="fi_FI.UTF-8"
LC_MONETARY="fi_FI.UTF-8"
LC_MESSAGES="fi_FI.UTF-8"
LC_PAPER="fi_FI.UTF-8"
LC_NAME="fi_FI.UTF-8"
LC_ADDRESS="fi_FI.UTF-8"
LC_TELEPHONE="fi_FI.UTF-8"
LC_MEASUREMENT="fi_FI.UTF-8"
LC_IDENTIFICATION="fi_FI.UTF-8"
LC_ALL=

and with
$locale
LANG=fr_FR.UTF-8
LC_CTYPE="fr_FR.UTF-8"
LC_NUMERIC="fr_FR.UTF-8"
LC_TIME="fr_FR.UTF-8"
LC_COLLATE="fr_FR.UTF-8"
LC_MONETARY="fr_FR.UTF-8"
LC_MESSAGES="fr_FR.UTF-8"
LC_PAPER="fr_FR.UTF-8"
LC_NAME="fr_FR.UTF-8"
LC_ADDRESS="fr_FR.UTF-8"
LC_TELEPHONE="fr_FR.UTF-8"
LC_MEASUREMENT="fr_FR.UTF-8"
LC_IDENTIFICATION="fr_FR.UTF-8"
LC_ALL=

And only the weekday names and month names etc change, but week starting
day stays on Sunday.

Does this really work for others ? I am using xfce4 Beta 1 with Gtk
2.2.1 which, I believe, still can do this via a parameter. in 2.4 it
strictly follows the locale.
