Multi-head vs. panel config

I just compiled and loaded up the latest from CVS HEAD as of this morning,
and I have lost the config for the panel on my second screen.  I am using
multi-head (not Xinerama), and this is the first time I have run the new
version of Xfce that moved the user config files to .config.

There could have been an issue in that my home directory got full before
or during the process, so I was seeing all kinds of abberant behavior
(Thunderbird's lack error handling on a disk full condition really gets
me angry--luckily we have an online backup mechanism so I can recover
the prefs.js file that thunderbird silently truncates).

However, even after fixing that, I see only one config file for the
panel:

   % ls .config/xfce4/panel/*
   .config/xfce4/panel/contents.xml  .config/xfce4/panel/contents.xml.bak

I used to have two config files:

   % ls .xfce4/xfce4rc*
   .xfce4/xfce4rc    .xfce4/xfce4rc.1.bak  .xfce4/xfce4rc.bak
   .xfce4/xfce4rc.1  .xfce4/xfce4rc.1.old  .xfce4/xfce4rc.old

Did the disk space problem cause this, or has xfce-panel reverted to
being non-multi-head friendly?  This was perhaps the single most important
reason to me for using Xfce, so I hope this hasn't gone away.
