panel on top: different behaviours in 4.0.6 and 4.2rc1

Hi,

Just a comment:
When I run gnome-panel (in terminal) in 4.0.6, the panel, that I have with 
option "always on top", appears when I go to bottom. But when I'm in 4.2rc1 
the panel does not appear, with the same option?

Why?. It happens in any other app?
