Since I need similar application in my work...I built one.
It is still pretty simple, but if you are interested check it from:

and let me know if it works for you and is worth enhancing.
(I also built a patch to integrate it into Xfce panel clock plugin, but
since that changes the official clock plugin and makes it unsupported
from Xfce development point of view, I do not think it is good idea to
try that - unless you understand fully what it means and want to try it)
