Xfce 4.2 - How to set panel layer?

Thanks for your explanation Jasper.

My (obviously wrong) understanding was that people couldn't get the panel on 
top layer, while mine was always so (that's why I was confused).

Also perharps Gnipper didn't know (as I didn't) how to move the panel from one 
screen edge to its opposite?!
