Can i change system and settings menu entries

the system menu is all-or-nothing.  it's not customiseable in the sense
you're looking for, though i suppose it could be (though not without
breaking string freeze).

if you write MCS plugins, sure.  there isn't a howto on that, but you
can get a general idea by looking at the MCS plugin that comes with
xfdesktop, xfwm4, or xfce4-panel.  if you're looking for something to
just launch another app, use the screensaver plugin that's in the
xfce-mcs-plugins package.
