I'm no guru, but there is a program called devilspie floating around out
there (http://www.burtonini.com/blog/computers/devilspie) that is pretty
small and slick and does what you want (I customised it to hide XMMS).

Not an XFCE solution, per se, but that's the Unix philosophy: use what
already works well. :)
