Well I think it's mostly a matter of who does what. Metacity doesn't
implement modal support at all (AFAIK) while KDE does, but KDE does it
smartly (like the fix I've added) by checking the creation time of
windows before applying the modal/transient property.
The problem is that the standard doesn't specify anything about the
creation time, so it's really a implementation decision (in the WM).
You can notify the Opera devs, but I'm not sure that beside xfwm4 and
KDE, anyone else has implemented EWMH Modal support, so I could be
wrong, but I bet they won't pay much attention.
In a nutshell, I don't think my opinion counts. Especially when it works
with both KDE and GNOME, and now with xfwm4 too.
