Panel problem in 4.0.4

While this worked for Vallo, it didn't help me; I had already tried
that.  This happened at startup and didn't stop.  Clicking,
right-clicking, mouse-over-ing... the only thing that did it was
switching the panel's orientation to vertical, something I'd rather not
do.

Any thoughts?
