locking the panel to users

I am using the rpms for 4.0.3 downloaded from sourceforge in that one 
big tar.bz2, installed on a plain RH9.B

I try to be a bit more clear: setting the enviroment variable i get that 
right-click over panel icons produce no result (which is what i want), 
but if i right-click on panel's handles this brings me up the "XFce 
Panel" menu which still offers the "Add new item" function (which i 
wouldn't want).
