though i believe i forgot to re-add it after i reverted some changes, 
that file is (should be) in CVS and also should be in the distribution 
tarball.  there's no point in regenerating it since it shouldn't change.  
the Makefile rule for it is mainly there for dev purposes, not for 
users.
