[panel] Is it possible?

That used to be my solution, but then someone mentioned an alternative
that I like better. Keep the panel minimized but have it set to the top
layer. This way I can use my whole screen for maximized apps, but when I
need to launch something I mouse near the panel and it pops up over
everything else.
