[panel] Is it possible?

Is possible to panel has the same behaviour of taskbar in the sense that all 
windows always are up the panel?. I want to see always the panel, but when I 
put it always visible, then I have problems with apps with bottom bars (like 
browsers, oo calc, ...). And when I it has normal behavour, then when I want 
to click onto any of its icons, the faster way is to go to any other 
workspace and click in the desired icon. But this don't convince me at all.

Is it any better way for do it?
Suggestion please.
