I can't see /usr/local/share/xfwm4/themes/ in my Xfce 4.0.5. Why?

Did you compile it? If so, you should redo it for gtk-xfce-engine with 
another prefix while running the configure script:

./configure --prefix=/usr

and then the themes will end up in /usr/share/themes as desired.
