Small panel feature request

I find myself wishing the panel had a "pure menu" launcher that would
work like the new "Xfce Menu" item.  That is, I want to have an icon
on the panel that pops up a menu rather than the current launcher
mechanism where there is an app launcher button and a little triangle
icon to pop up the menu.  The little triangle icon could be an option
that could be toggled, but it would not exist as a separate clickable
area.

Let me know if this is unclear and I can try to explain better.
