The trick do doing this is to use a program called devilspie.

You make an xml configuration file in your home folder and just add 
devilspie on startup as well. It can do other things too like making 
programs disappear from the taskbar and such.  It's pretty much 
necessary in a window manager like xfce where the developers have said 
that they aren't going to build in this kind of thing into the wm 
because it is the application's responsibility to follow the standard 
and provide these options for you. That's a discussion for another time 
though.
