It qualifies if you think it does ;-) Basically xfce-goodies is meant 
to be a repository for 'third-party' code related in some way to xfce.

Judging from the response on this list there is demand for an
alternative file manager, so I'd say it certainly qualifies for 
xfce-goodies.
