feature idea: prevent apps from stealing the focus

Hi,

I propose a feature for xfwm4 that would prevent new applications from
grabbing the keyboard focus from the current active window.  Whether
this window should become top-visible or not should probably be a user
configurable option, as I can imagine people wanting different things
from that.

What do people (and the one-a-day Oliver's ;) think?
