raise_lower function in XFCE4?

Hi,
I'm trying to migrate with XFCE from v.3 to 4. I have tough time with it :)
In my XFce 3 configuration I have a Xmodmap file mapping, among others,
the "Window" key (keycode 115) to "F13" and then, in ~/.xfce/xfwmrc:
Key F13 AT N RaiseLower
I looked for similar function in XFce4 config files but did not find
anything similar (only "raise" and "lower", separately).
Also, it seems to me (AFAIU it right) that XFce4 has turned the way the
key mapping occurs upside down - now there si a function (raise_... etc)
which gets mapped to a key, to a key to a function. Am I right?
Any hints how to get my favorite keys mapped as in XFce3 would be
appreciated,
