A check of /usr/bin shows that the command you wanted me to try is
xfce-setting-show (not settingS). This command works, which is nice. It
includes two modules here - window manager and workspace margins. I'm not sure
why the margins module is there - does xfwm obey this setting whatever
desktop/panel are operating?
