xfce version 3 vs. 4 : missing features?

Rebinding keys is possible, you'll have to create a new keytheme. Copy
$PREFIX/share/xfwm4/themes/default.keys/keythemerc to
.xfce4/themes/mytheme.keys/keythemerc. Then edit it to your satisfaction.
