Second panel

Hi Anton,

you can only use one panel with 4.0, but if I'm right it's a request/todo
for 4.2 to be able to start more than one panel, each with different configs.

If you only need an app-launcher, try the ROX-panel (rox.sf.net), works
fine for me.
