Xfce 4.0.0 (final) is now available

It also requieres xfce-mcs-manager. Even then, it complained that a whole raft
of things required libxfcegui4.so.0 but I realised that it was the rest of rc3
complaining about the upgrade - I had to completely uninstall the previous
XFce to install the new one. Still, at least I got it done!
