Themes ony work as root ?

If your problem is the same than the one I had, yes you can move .gtkrc-2.0 to 
whaever you want.
Just restart xfce after that.

PS	I'm not too sure what your question is about .gtkrc2.0.bak
- If you mean "mv .gtkrc2.0 .gtkrc2.0.bak", no problem
- If you mean "mv .gtkrc2.0.bak .gtkrc2.0.bak.sav", that will probably be 
useless since I don't think this file is used by anything- It's just a backup
