Yes. You first bunzip the file using
tar - jxvf xfce4-rc4-src.tar.bz2
cd xfce4-rc4
cd src
and there are directories for the xfce4 component parts.
find your appropriate .c file and open it in vi or vim or gedit or nedit 
or anjuta or whatever. (but not a word processor).
