This isn't so much about distance as about angle - the distances are almost
the same for Ctrl and Windows, but the angles are different. For this
reason, I use Alt instead of Ctrl, and this has the advantage of not needing
to fiddle with xmodmap to get the Windows key assigned to something that can
be used. Just edit the keytheme (second tab in the xfwm4 config window) to
use Alt-F1 etc. If you prefer number keys for example, do what I do - I have
Alt-1, Alt-2 etc. bound to change workspace.
