New to XFCE4

Basically, if you install xfwm4 with --prefix=/usr then you should
install the themes with --prefix=/usr, if you install xfwm4 with
--prefix=/usr/local then you should install the themes with
--prefix=/usr/local, etc. and that works.

You may want to copy the themes to $HOME/.themes/xfwm4/ that will work
too.
