xfce4 config error

After a few years of basic config errors like this, one would think
I would finally decipher them more readily, However.....

checking for pkg-config... /usr/bin/pkg-config
checking for glib-2.0 >= 2.0.0 gtk+-2.0 >= 2.0.0 pango >= 1.0.0 libxfcegui4-1.0 >= 0.0.14... Package gdk-x11-2.0 was not found in the pkg-config search path.
Perhaps you should add the directory containing `gdk-x11-2.0.pc'
to the PKG_CONFIG_PATH environment variable
Package 'gdk-x11-2.0', required by 'GTK+', not found

[root at home1 xfwm4]# locate gdk-x11-2.0
/usr/lib/libgdk-x11-2.0.so.0
/usr/lib/libgdk-x11-2.0.so.0.0.6

/etc/ld.so.conf shows;
/usr/X11R6/lib
/usr/lib/qt3/lib
/usr/local/lib
/usr/lib/freetds-0.53.1
/usr/lib
/usr/lib/wine
