About panel. how it should work ?

Should the panel work on linux with xfce 3.8.18 ?

i have taked screenshoot and drawed the part what i mean with "Panel" word.
look at: http://titanix.net/~riku/kuvia/xfce.png  sorry about bad drawing :)

What i mean with linux?:

On REDHAT linux 7.3:
Panel worked, no problems.
I have installed from RPM xfce3.8.18-1

On LFS linux (http://www.linuxfromscratch.org):
Panol not worked.. even not visible anywhere.
I have compilied from sources myself with above instructions at website:
http://beyond.linuxfromscratch.org/view/cvs/x/xfce.html

Thanks already from answers, btw: XFCe is cool and is light for my linux
system ;)
