xfce4 fails to start with gdkpixbuf errors

OK, figured it out via this doc:
http://developer.gnome.org/doc/API/2.0/gdk-pixbuf/gdk-pixbuf-Module-Interface.html

As root, i ran:
gdk-pixbuf-query-loaders > /usr/etc/gtk-2.0/gdk-pixbuf.loaders

and the error is gone.  I don't understand why it wasn't there though.
