Starting apps on a specific desktop

Is there a way to cause xfrun4 or one of the panel icons to start
an application on a given desktop?  I know that can be done by the (as
yet missing in action) session manager, but I'd like to be able to do
this when I start up without a session manager.

Instead of select desktop, run application, wait for first screen to
appear, move to another desktop, repeat, I would like to "start
application x on desktop n," etc.
