xfce-panel not centered

This is very strange. I can't understand, why it's so confusing. Are
people expecting that only windows with regular titlebar can be moved? No,
I don't think so. Nobody seems to have a problem moving xmms window
around, but xmms doesn't have a regular window titlebar. The same applies
to the very popular gkrellm.

Besides, it very logical to assume that you can use the area, next to
the "minimize" button, to move the panel. Well, at least to me. :)
