Window opening positions

  A behavior I see in 3.8.18 and not seen before (one of two, anyway) is
that most windows open at screen position [0,0]; that is, the upper, left
corner of the desktop. Some apps don't fall in this behavior pattern.

  With earlier versions windows would open in different places; when opened,
shut and re-opened, the new window would be moved so it didn't open over the
space occupied by the prior window.

  Is this by design? Can it be turned off so multiple apps opened on the
same desktop don't layer on the same corner?
