Been fighting with it too,
just click the submit link, (on top of the window) then enter the name of the skin
(be careful: is you enter an existing name, you'll have to start
all over again, what is very unhandy).

with a lot of trial-on-error i found out which fields to enter:
- Full project name
- Short project name
- Full description
- Short description
- License (i set it to GPL)

If that entered you get into step 2, what enables you to upload a screenshot & a file.
At last you get a screen to enter categories for your skin, please select at least XFCE::Themes.


good luck, let's show them what XFCE can do!


The strange part is (i think), that they make a project of every Theme/Skin)
