Multi-user menu management

Is it possible to have all xfce users (on the same
computer) share xfpanel menu entries? I would like to
have control over the menus so that when a new program
is installed, all users will have access to it one I
add it to a "central" xfpanel menu. Users should also
be able to add their own entries. I guess I could
alter the xfce_setup defaults, but it would only
create the initial menus. Any ideas?
