Icons for minimized programs

Folks,
Out of curiosity, what determines the size of the icon when a program is
minimized under XFCE? I notice that minimizing the XFCE panel or a
program such as Netscape yields a fairly large icon, while minimizing
Opera or Evolution yields a much smaller icon. Although...every so often
when restarting XFCE while Evolution is running minimized, XFCE will
pick up a large Evolution icon until the desktop is fully restored. Then
the Evolution icon reverts to the tiny version. Does XFCE look for a
program icon in its own collection first, then pick up something
elsewhere if it can't find what it seeks? Although it's a cosmetic kind
of thing, it would be nice to have the icons appear in a consistent
size, if possible...
As they say, inquiring minds want to know ;-)
