HOWTO on themes?

I'm looking for a HOWTO on applying new themes to XFCE3.  And by themes, 
I mean the stuff that you get at themes.freshmeat.net. I've seen a few 
folks report that gtk themes seem to work nicely under XFCE, but i can't 
find any decent instructions on how to get them setup (where to put the 
new theme, how to activate it, etc).
