Well, but with XFce there is a really highly configurable user menu too.
Just left click on an empty zone of the desktop.

It's one of the reason why I migrate from Red Hat modified Gnome that
has a monolithic start menu... :(

Yes, I know it's not the same thing as having a menu included
directly into the panel, but it's effective and practical anyway.
